Entrusted by Zhuhai hongta renheng packaging co., ltd. and Zhuhai huafeng paper co., ltd. (hereinafter referred to as "the tenderee"), Zhuhai delian engineering consulting co., ltd. (hereinafter referred to as "the tendering agency") has conducted an open tender for the tenderee's 2017 finished paper transportation service (tender number: ZHDL2016-038). qualified bidders are welcome to participate in the sealed tender.

Project Content: Finished Paper Transportation Service of Tenderee in 2017.
This project has a total of 12 package groups for public bidding.
Bidders can participate in 3 package bidding at the same time.
There are 12 package groups in this project. The package groups are shown in the following table:
If the number of valid bidders for each package group is less than 3, the bidding for the package group will fail. The tenderee analyzes the reasons for the failure of the bidding of the project, and reorganizes the bidding after revising the bidding scheme. Package 5: The budget amount is tentatively set at 13.8 million yuan;
Package 6: The budget amount is tentatively set at 25.3 million yuan;
Package 7: The budget amount is tentatively set at 7.9 million yuan;
Package 8: The budget amount is tentatively set at 10.1 million yuan;
Package 9: The budget amount is tentatively set at 8 million yuan;
Package 10: The budget amount is tentatively set at 4.8 million yuan;
Package 11: The budget amount is tentatively set at 5.4 million yuan.
Package 12: The budget amount is tentatively set at 7.4 million yuan.
- Tender offer: The tender offer shall be made in accordance with the requirements of the "User Requirements. The budget amount of each package group is the upper limit of the bid quotation of each package group.
- Service period: 1 year
After the expiration of the contract, the assessment shall be conducted by the tenderee. If the assessment results meet the requirements of the tenderee, the contract can be renewed for one year, and the price shall be negotiated and signed by both parties. If the assessment results do not meet the requirements of the tenderee, Party A and Party B will not renew the contract for the next year.
- Time requirement for signing the contract: the signing time shall be within one week after the Letter of Acceptance is issued.
Note: The bidder shall quote all the bidding service contents in the bidding group, and it is not allowed to quote only some service contents, otherwise its bid will be invalid.
2. Bidder Qualification Requirements
1. For qualified bidders registered in the People's Republic of China (the territory refers to the People's Republic of China provinces, municipalities and regions except Hong Kong, Macao and Taiwan), with the ability to independently bear civil liability, and holding the business license of enterprise legal person;
2. The registered capital of the bidder shall not be less than 5 million RMB;
3, road transport business license;
4. The bidder has transportation performance in similar or related industries in the past three years (the scope of the industry must conform to one of the following industries: transportation of pulp products, transportation of high-grade coated white cardboard products, transportation of liquid packaging paper products, transportation of cigarette products, transportation of prepackaged food products, and transportation of food packaging paper materials. Performance requirements: at least one annual transportation contract of the company in the above-mentioned industry in the past three years (photocopy, original bid evaluation must be provided, if not provided, it will be treated as invalid bid) and the corresponding transportation invoice (photocopy) and bank account flow (original) within one year in the transportation contract must be submitted. If the bidder belongs to the holding enterprise of the competitor, the tenderer has the right to refuse to participate in the bidding);
Note: 1, the time to provide the company's annual transport contract contained in the time; 2, the annual transport contract Party A must be the above-mentioned industry manufacturers or direct users.
5. The bidder shall provide the inquiry certificate issued by the procuratorial organ at or above the district level (including the district level) of the place of residence or Zhuhai that the bidder has no criminal record of bribery in the past three years (calculated from the month from the date of issuance of the tender announcement in the past three years);
6. The bidder shall provide the 2015 tax payment certificate;
7. The bidder shall submit a commitment letter promising to pay 10% of the total bid amount as the performance bond after winning the bid;
8, do not accept the consortium bid.
