In accordance with the Government Procurement Law of the People’s Republic of China, the Bidding and Tendering Law of the People’s Republic of China, and the Implementation Measures of Guangdong Province In accordance with the provisions of the Measures for the Implementation of the Bidding and Tendering Law of the People’s Republic of China, Guangdong Juzheng Construction Project Management Co., Ltd., entrusted by the tenderer Zhuhai Hongta Renheng Packaging Co., Ltd., hereby undertakes Zhuhai Hongta Renheng Packaging Co., Ltd. 2020 Company Two-Factory Front-Line Employee Workwear Procurement Project An open tender is being organized, and qualified domestic suppliers are welcome to submit sealed bids.
1. Project Number: GDJZ2019-H056W
2. Project Name: 2020 Workwear Procurement Project for Front-Line Employees at the Two Factories of Zhuhai Hongta Renheng Packaging Co., Ltd.
3. Scope of Tender: See the Tender Documents for details.
4. Delivery Schedule: The work uniforms shall be delivered in two batches; please refer to the Contract Annex for details. The specific delivery dates shall be determined by the date on which Party A’s warehouse inspects and signs for receipt of the goods.
5. Project budget amount: RMB Sixty-six thousand one hundred twenty-three Exactly RMB 661,236.00).
6. The tender document is priced at RMB 300 yuan; an additional RMB 50 yuan will be charged for domestic mail-order purchases. Once sold, the tender document is non-refundable.
7. Time for purchasing tender documents: From December 27, 2019, to January 6, 2020, daily from 9:00 a.m. to 12:00 p.m. and from 2:30 p.m. to 5:30 p.m. (excluding public holidays). (Beijing time, the same below.)
8. Place for purchasing the tender documents: Shop Units 137–139, Junmingyuan, No. 119 Hongshan Road, Xiangzhou District, Zhuhai City; Zhuhai Branch of Guangdong Juzheng Construction Project Management Co., Ltd.
9. Deadline for submission of tender documents: 15:00 on January 17, 2020. Tender documents will be accepted starting 30 minutes before the deadline; any submissions received prior to or after the deadline, or those that do not comply with the specified requirements, will not be accepted.
10. Place for Receiving Tender Documents: Bidding Opening Room, Zhuhai Branch of Guangdong Juzheng Construction Project Management Co., Ltd., Shops 137–139, Junmingyuan, No. 119 Hongshan Road, Xiangzhou District, Zhuhai City.
11. Bidder Qualification Requirements:
( 1) Meet the conditions stipulated in Article 22 of the Government Procurement Law of the People’s Republic of China;
1.1 Provide the business license (or the legal person certificate for public institutions, or the registration certificate for social organizations), the organization code certificate, and the tax registration certificate [if the “multi-license-in-one” reform has been implemented, only the unified business license issued after the integration is required];
1.2. Provide a written statement confirming that, during the three years prior to participation in government procurement activities, no significant violations of laws or regulations have occurred in the course of business operations (see “Bidder Qualification Statement Letter” for details).
1.3 Credit Information: The bidder shall not be listed on the “Discredited Persons Subject to Enforcement,” “List of Parties Involved in Major Tax Violation Cases,” or “Serious Illegal and Dishonest Conduct List for Government Procurement” records on the “Credit China” website (www.creditchina.gov.cn), nor shall the bidder be within the period of prohibition from participating in government procurement activities as recorded under the “Information on Serious Illegal and Dishonest Conduct in Government Procurement” section of the China Government Procurement Website (www.ccgp.gov.cn). (The results of inquiries conducted on the “Credit China” website (www.creditchina.gov.cn) and the China Government Procurement Website (www.ccgp.gov.cn) after the issuance of the tender announcement and prior to the bid submission deadline, as provided by the bidder, shall prevail. The bidder shall submit printed copies of the credit information, including printouts from the “Credit China” website (http://www.creditchina.gov.cn/) and screenshots of the query results from the China Government Procurement Website (http://www.ccgp.gov.cn/). If any relevant discrediting record has expired, the supplier shall provide supporting documentation.)
1.4. Submit the original Certificate of Legal Representative and the original Power of Attorney for the Legal Representative. (If the Legal Representative himself/herself is attending the bidding as the bidding representative, only the Certificate of Legal Representative and a photocopy of the Legal Representative’s ID card need to be submitted.)
( 2) Units whose principals are the same person, or which have a controlling or management relationship with one another, shall not bid for the same tender lot or for tenders that have not been divided into lots (see the “Bidder Qualification Declaration Form” for details).
( 3) This project does not accept consortium bids.
( 4) Bidders who have completed registration and successfully purchased the tender documents for this project;
12. The final outcome shall be subject to the final approval of the Tendering Leading Group of the Tenderee before it can be formalized as the official winning bid and used to execute the contract.
13. The following documents shall be provided when purchasing the tender documents:

14. Bidders who have purchased the tender documents shall, no later than two calendar days prior to the bid submission deadline, notify Guangdong Juzheng Construction Project Management Co., Ltd. in writing, in accordance with the format specified in the notification letter, of their intention to participate in this tendering activity.
15. Time and Venue for Bid Opening: 3:00 p.m. on January 17, 2020; Bid Opening Room, Zhuhai Branch of Guangdong Juzheng Construction Project Management Co., Ltd., Shops Nos. 137–139, Junmingyuan, No. 119 Hongshan Road, Xiangzhou District, Zhuhai City.
