In accordance with the Government Procurement Law of the People’s Republic of China, the Bidding and Tendering Law of the People’s Republic of China, and the Implementation Measures of Guangdong Province In accordance with the provisions of the Measures for the Implementation of the Bidding and Tendering Law of the People’s Republic of China, as regards Zhuhai Hongta Renheng Packaging Co., Ltd. BM1 10 kV High-Voltage Substation Relay Protection System Upgrade Project Invitation to Tender: Qualified bidders are invited to submit sealed bids for this procurement.
1. Project Number: HTHF20191224
2. Project Name: Zhuhai Hongta Renheng Packaging Co., Ltd. BM1 10 kV High-Voltage Substation Relay Protection System Renovation Project;
3. Scope of the tender: See the tender documents for details;
4. Service period: one year
5. Project budget amount: RMB 350,000 yuan exactly (￥ 350,000.00 )
6. Tender document price: RMB RMB 300 in total; an additional RMB 50 will be charged for domestic mail-order purchases. Tender documents are non-refundable after sale.
7. Time for purchasing tender documents: from From December 26, 2019, to December 30, 2019, daily from 9:00 a.m. to 12:00 p.m. and from 2:30 p.m. to 5:00 p.m. (except on public holidays). (Beijing Time, the same below.)
8. Location for purchasing tender documents: Jinji West Road, Qianshan, Xiangzhou District, Zhuhai City No. 508, Hongta Renheng Packaging Co., Ltd.
9. Deadline for submission of tender documents: January 14, 2020, 10:00 a.m. Tender documents will be accepted starting 30 minutes before the deadline; any tenders submitted in advance, after the deadline, or in non-compliance with the specified requirements will not be accepted.

11. Bidder Qualification Requirements:
a) In Bidders shall provide enterprise information printed from the “Credit China” website (www.creditchina.gov.cn) and confirm that they are not listed on the China Government Procurement Website (www.ccgp.gov.cn) as discredited persons subject to enforcement, parties involved in major tax violation cases, entities with records of serious violations and dishonesty in government procurement, or any other bidders that do not meet the prescribed eligibility requirements.
b) Bidders must have the capacity to independently assume civil liability, be registered within the territory of the People’s Republic of China, and hold a valid business license for corporate entities, a work safety production license, and a Power Facility License approved and issued by the Southern Regulatory Bureau of the National Energy Administration. For undertaking installation, maintenance, and testing services, they must meet Level 5 or above;
c) Provide a copy of the latest annual inspection certificate for the business license of the corporate entity, the work safety permit, and the power facility permit.
d) Must be a legal person capable of independently assuming civil liability;
e) The bidder has not, in the past three years, engaged in bid-rigging or material breach of contract, nor has it been involved in any major or more serious quality or safety liability accidents.
Note: This project does not accept consortium bids. Note: Bidders must simultaneously meet all of the aforementioned requirements. If two or more suppliers fall under any of the following circumstances, they shall be prohibited from participating in the bidding concurrently; upon discovery, such behavior will be deemed bid-rigging, and all related bids will be declared invalid:
a) Where the legal representatives are the same person;
b) Where there is a controlling or management relationship.
12. The following documents shall be provided upon purchase of the tender documents:
a) Original copy of the Certificate of Legal Representative and the Power of Attorney for the Legal Representative;
b) In the bidder qualification requirements, item a-c Supporting documentation for the item ；
