5Project budget amount: the floating rate of the bidder's quotation shall not be less than 0%, otherwise the bid is treated as invalid.

122. Qualification requirements of bidders:
① Bidders must be qualified bidders registered in the territory of the People's Republic of China (the territory refers to the People's Republic of China provinces, municipalities and regions except Hong Kong, Macao and Taiwan), with the ability to independently bear civil liability, and hold the business license of enterprise legal person.;and have successful project implementation experience; require at least one copy in the amount of RMB 50Implementation contract or bid-winning notice for similar projects with more than 10,000 yuan (provide a copy of the business license and affix the official seal of the bidder;);
② On the "Credit China" website (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) has not been included in the list of untrustworthy persons subject to enforcement, the list of parties involved in major tax violations, the list of records of serious violations of government procurement and other bidders that do not meet the prescribed conditions;
③The business license of the bidder has the business scope of renewable resources recovery;
④The bidder shall submit a letter of commitment to pay 100,000 yuan as the performance bond after winning the bid;
⑤The Bidder shall provide the sample for signing the contract with the employees in the bidding documents;
Note: This project does not allow the consortium to bid.
