Zhuhai Hongta Renheng Packaging Co., Ltd. – BM2 Factory Building Ventilation System Upgrade and Reconstruction Project Public tendering is hereby conducted; qualified bidders are invited to submit bids. The relevant matters are as follows:
I. Project Number: HTRH2022-0411
II. Project Name: BM2 Factory Building Ventilation System Upgrade and Renovation Project
III. Total Project Budget: RMB 1,290,000.00 (One Million Two Hundred Ninety Thousand Yuan Only)
IV. Project Scope and Requirements:
1 1. Project Scope and Technical Requirements: See “Part II: User Requirements Document” in the Tender Documents for details.
2 1. Funding source for the project: self-financing by the enterprise.
3 1. No alternative proposals are permitted for this project.
V. ★ Bidder Qualification Requirements:

2、 The bidder shall possess a Grade III or higher specialized contracting qualification for architectural mechanical and electrical installation engineering.
3 1. The tender document shall include a copy of the business license, institutional legal person certificate, or social organization registration certificate of the legal entity or other organization registered within the People’s Republic of China, affixed with the official seal of the bidder; if the bidder is an individual, a copy of the individual’s identity document shall be provided. Where otherwise prescribed by the State, such provisions shall prevail. All the foregoing documents must be stamped with the bidder’s official seal. In the case of a branch bidding, the bidder must obtain an authorization letter issued by the parent company (head office) that possesses legal person status and provide copies of the business licenses (or practice permits) of both the parent company (head office) and the branch, each affixed with the bidder’s official seal. Where the parent company (head office) has already granted authorization, the relevant qualification certificates obtained by the parent company (head office) shall be valid for the branch, unless otherwise provided by laws, regulations, or industry-specific rules.
4 1. Bidders shall have a good commercial reputation and a sound financial accounting system (provide a photocopy of the financial statements for any one year between 2020 and 2021, such as an annual audit report or balance sheet, or a photocopy of a credit certification issued by a bank, stamped with the official seal);
5 1. The tender document shall include a written statement confirming the bidder’s possession of the equipment and specialized technical capabilities necessary for fulfilling the contract (a “Statement of Professional and Technical Qualifications” shall be provided, with a format to be determined by the bidder; if required, relevant supporting documentation may be submitted to the procuring entity at any time for verification).
6 A written statement certifying that the bidder has had no significant violations of laws or regulations in its business operations during the three years immediately preceding participation in government procurement activities (calculated from the date of issuance of the tender notice), to be submitted as part of the tender documents in the format specified in the annex to the tender documents.
7 Credit Information: The bidder must not be listed on the “Discredited Persons Subject to Enforcement” list, the “List of Parties Involved in Major Tax Violation Cases,” or the “Serious Illegal and Dishonest Conduct List for Government Procurement” on the “Credit China” website (www.creditchina.gov.cn), nor must the bidder be within the period of prohibition from participating in government procurement activities as recorded in the “Record of Serious Illegal and Dishonest Conduct in Government Procurement” on the China Government Procurement Website (www.ccgp.gov.cn). Bidders are required to download the credit report as an attachment and affix the official seal. 。

(2) Bidders whose legal representatives or heads of the entity are the same person, or between whom there exists a direct controlling or management relationship, shall not simultaneously participate in the bidding for the same lot of this project (a “Bidder Qualification Statement” must be provided);
(3) Bidders or their affiliates that provide comprehensive design, specification preparation, project management, supervision, testing, or other related services for this procurement tender shall be disqualified from participating in the tender for this project (a “Bidder Qualification Statement” must be submitted).
(4) Bidders must register with the tendering agency and purchase the tender documents.
VI. Eligible bidders shall, from April 24, 2022, to April 29, 2022 (9:00 a.m. to 12:00 p.m. and 1:30 p.m. to 4:30 p.m., excluding statutory holidays, for no fewer than five business days), register and purchase the tender documents in accordance with the following procedures. Each set of tender documents is priced at RMB 300 and is non-refundable upon sale.
■ Note: The on-site inspection is scheduled for 10:00 a.m. on May 5, 2022. Bidders are requested to conduct their assessment based on the attached drawings and other detailed documentation. If, after such assessment, an on-site inspection is still deemed necessary, bidders must comply with the current epidemic prevention requirements of Zhuhai City (i.e., entering Zhuhai from a low-risk area requires two nucleic acid tests within three days) before being permitted to enter the plant premises. Failure to attend the on-site inspection will be deemed a waiver thereof. Should local epidemic conditions affect the situation, the tendering party will make further arrangements as appropriate and provide advance notice.
