6 1. Tender document price: RMB 300 RMB 10,000 in total; an additional RMB 50 is required for domestic mail-order purchases. Tender documents are non-refundable after sale.

11 1. Bidder Qualification Requirements:
① Bidders must be corporate entities registered within the People’s Republic of China that have purchased the tender documents for this project and hold a valid and legally recognized business license (a photocopy affixed with the official company seal must be provided).
② Bidders shall provide at least one contract for similar goods (labor protection supplies) with a contract value of no less than RMB 500,000 within the past two years, together with a copy of the contract and corresponding copies of invoices issued within the past year, all duly stamped with the official company seal.
③ Original certificate of legal representative and original power of attorney for the legal representative;
④ No significant violations of laws or regulations in business operations over the past three years (calculated from the month the tender notice is issued) (an original declaration letter must be submitted with the tender documents, prepared in accordance with the format specified in the tender documents);
⑤ Bidders must have sound banking credit and commercial reputation, a solid track record, no significant quality issues identified in previous deliveries, and must not be under an order to suspend business operations, nor have their assets taken over, frozen, or declared bankrupt (supporting documentation for 2017 is required). Note: Bidders must comply with all of the above requirements. If two or more suppliers fall under any of the following circumstances, they shall not participate in the tender simultaneously; upon discovery, such conduct will be deemed bid-rigging, and all related bids will be declared invalid: 1 1) Where the legal representatives are the same person; 2) Where there exists a controlling or management relationship.

Note: Bidders must satisfy all of the above requirements simultaneously.
