Zhu Bixin, Secretary of the Party Committee and Chairman of China Chengtong, Conducts a Special Research Visit to Galaxy Paper on the Theme Education Campaign of “Staying True to Our Original Aspiration and Keeping Our Mission Firmly in Mind”

2023/08/31

To further advance the thematic education campaign on “Staying True to Our Original Aspiration and Keeping Our Mission Firmly in Mind,” on July 31, 2019, Zhu Bixin, Secretary of the Party Committee and Chairman of China Chengtong as well as Head of the Leading Group for the Thematic Education Campaign, made a special trip to Yinhe Paper, a subsidiary of China Paper in Linqing, Shandong Province, to conduct a focused research visit on the campaign. Members of the Group Party Committee’s First Touring Guidance Team for the Thematic Education Campaign, along with Huang Xin, Secretary of the Party Committee and Chairman of China Paper, General Manager Zhang Qiang, and Yinhe Paper General Manager Li Liangying, also attended the visit.

Zhu Bixin listened separately to reports from Huang Xin and Li Liangying on the “Staying True to Our Original Aspiration and Keeping Our Mission Firmly in Mind” thematic education campaign at China Paper and Galaxy Paper, as well as on the companies’ production and business performance in the first half of the year and their key work plans for the second half. He also sought their views and suggestions on the Party Committee of the Group. Zhu Bixin expressed full recognition of the thematic education initiatives and the first-half performance of China Paper and Galaxy Paper, and urged the entire China Paper system to take this thematic education as a major opportunity to further strengthen its confidence in development, emancipate its thinking, pursue continuous innovation, deepen reform, and promote growth, thereby enhancing its sense of pride and mission and striving to become a leading enterprise in the industry.

Drawing on the important instructions delivered by General Secretary Xi Jinping during his inspection tour of Inner Mongolia—namely, ensuring that the thematic education campaign achieves “four ‘in place’” outcomes: solid ideological understanding, thorough problem identification, effective rectification and implementation, and robust organizational leadership—Zhu Bixin put forward three requirements for advancing the next phase of the campaign to a high standard and with high quality: First, we must achieve tangible results in genuine study, sincere belief, and practical application, integrating study and discussion with the systematic identification and resolution of salient issues hindering the enterprise’s reform, development, and stability as well as pressing challenges facing Party building; aligning such efforts with the implementation of the Group’s development strategy; and grounding them in individuals’ actual thinking and work. Our focus should be on promoting the extensive study, widespread dissemination, and thorough implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era within the enterprise. Second, we must deliver concrete results through simultaneous learning, investigation, and rectification, effectively linking and coordinating the four key measures of the campaign. With a conscious commitment to confronting problems head-on and the courage to engage in self-reform, we must conduct comprehensive and in-depth problem identification, tackle issues with real determination and decisive action, and remain steadfast until problems are fully resolved, thoroughly addressed, and endorsed by the masses, thereby ensuring that the campaign yields tangible, measurable, and impactful results. Third, we must achieve substantive outcomes through hard work, practical action, and demonstrable effectiveness, further clarifying the situation, setting higher standards for ourselves, accelerating the resolution of obstacles and challenges that impede the enterprise’s reform and development, striving to deliver more and better business performance, and working diligently to build a modern pulp and paper enterprise that is internationally competitive.

Zhu Bixin also provided a detailed explanation to the attendees on the specific functions of the Group’s fund platform, equity platform, asset management platform, and financial services platform. He stated that, as a state-owned capital operation company, one of the Group’s key missions is to expand new growth while optimizing existing assets. China Paper should further clarify its development strategy and, through measures such as concentrating production capacity, pursuing mergers and acquisitions and restructuring, and adopting a dual-engine growth model, promote high-quality, sustainable development, thereby enhancing its competitive edge and market influence in the paper industry and striving to build a modern pulp and paper enterprise with international competitiveness. As for Galaxy Paper, it must effectively address its debt challenges, and the Group will provide guidance, support, and coordination at the corporate level. He expressed the hope that all parties would remain confident and motivated, work together to resolve the bottlenecks hindering the company’s development, and achieve sustained, healthy growth.

Huang Xin stated that China Paper will earnestly study and thoroughly grasp the spirit of Secretary Zhu Bixin’s speech, taking the thematic education campaign on “staying true to our original aspiration and keeping our mission firmly in mind” as a crucial opportunity to comprehensively implement the Group’s first-half operational analysis meeting and Secretary Zhu Bixin’s relevant directives. The company will vigorously carry forward the Chengtong spirit of “bravely shouldering heavy responsibilities and daring to tackle the toughest challenges,” make all-out efforts to accomplish all annual work tasks, elevate the Party building and reform and development of the company to a new level, and contribute to the Group’s creation of a new phase of high-quality development in state-owned capital operations.

During the research visit, Zhu Bixin conducted on-site inspections at key production sites, including Galaxy Paper’s 5280 production line, the corrugated paper production line, Paper Machines No. 29 and No. 30, and the main effluent discharge point of the environmental protection branch. He personally examined Galaxy Paper’s production processes, equipment operation, and product quality, and on behalf of the Group Party Committee extended his condolences and gratitude to the employees working tirelessly on the front lines in the extreme heat. He also engaged in in-depth discussions with grassroots Party members, cadres, and workers on issues related to grassroots Party building, production and operations, and matters of concern to the workforce. He noted that in recent years, Galaxy Paper has achieved tangible results in Party building and business management, adopted effective approaches to reform and innovation, and developed competitive advantages in its products. The staff and workers have demonstrated a positive spirit, and the establishment of Party activity rooms directly within workshops and work teams has proven both distinctive and effective, warranting continued adherence and further promotion.

Following the symposium, Zhu Bixin held candid discussions with the principal leaders of China Paper and Galaxy Paper. The Group’s First Touring Guidance Team conducted a questionnaire survey and held individual talks with other members of the Party Committee leadership team. Attending the research were Zhu Xiaozheng, Deputy Secretary of the Party Committee of China Paper; Qing Lei, Chief Accountant; Xu Shiqing, Deputy General Manager; Li Shan, Deputy Secretary of the Commission for Discipline Inspection and Assistant to the General Manager; as well as members of the Galaxy Paper leadership team, secretaries of various Party branches, and employee representatives.
