Contract performance period: From the date of contract signing The equipment shall be supplied, installed, and commissioned within 30 days, pass acceptance inspection, and be delivered for use by the tenderer.
II. Eligibility Requirements for Applicants
1. The supplier must have the capacity to independently assume civil liability, and the response document must include the following qualification certificates:
1.1 Suppliers shall provide a copy of the business license, institutional legal person certificate, or social organization registration certificate of a legal entity or other organization registered within the territory of the People’s Republic of China; if the supplier is a natural person, a copy of the natural person’s identity document shall be provided. Where otherwise prescribed by the State, such provisions shall prevail. All the foregoing documents must be affixed with the supplier’s official seal. In the event that a branch participates in the consultation, it must obtain an authorization letter issued by the parent company (head office) that possesses legal person status and provide copies of the business licenses (or practice permits) of both the parent company (head office) and the branch, each duly stamped with the supplier’s official seal. Where the parent company (head office) has already granted authorization, any relevant qualification certificates obtained by the parent company (head office) shall be valid for the branch, unless otherwise provided by laws, regulations, or industry-specific rules.
1.2 Possess a good business reputation and a sound financial accounting system. (Provide a financial statements report for any one year or any one month within the three years preceding the deadline for submitting consultation responses, including but not limited to the balance sheet and income statement, or a credit certificate issued by the primary bank account-holding institution within the six months preceding the deadline for submitting consultation responses.)
1.3 Possession of a good record of lawful payment of taxes and social security contributions. (Provide relevant documentation demonstrating lawful payment of taxes and social security contributions for any one month within the six months preceding the deadline for submission of consultation responses. If exempt from tax or not required to pay social security contributions by law, provide corresponding supporting documentation.)
1.4 Possess the equipment and specialized technical capabilities necessary to perform the contract. (Provide a Supplier Qualification Statement.)
2. The supplier shall have no record of material violations of laws and regulations in its business operations during the three years prior to participation in this tendering activity. (A Supplier Qualification Statement shall be provided.)
3. Suppliers whose heads are the same person or that have a direct controlling or management relationship with one another shall not participate in procurement activities under the same contract. (A Supplier Qualification Statement shall be provided.)
4. Suppliers that provide comprehensive design, specification development, or project management, supervision, testing, and other related services for a procurement project shall not participate in any other procurement activities under the same contract for that project. (A supplier qualification declaration letter must be provided.)
5. Other requirements: None.
6. Suppliers who have successfully purchased the consultation documents for this project.
