Guiding High-Quality Enterprise Development through High-Quality Party Building—The Party Committee of China Paper Industry Holds the Seventh Collective Study and Discussion Session on Thematic Education and the First-Half-Year Party-Building Work Conference

On August 2, the Party Committee of China Paper Industry conducted the seventh centralized study and discussion session on the thematic education campaign “Staying True to Our Original Aspiration and Keeping Our Mission Firmly in Mind,” as well as the first-half-year Party-building work conference. The meeting conveyed and studied the outcomes of the July 30 meeting of the Political Bureau of the CPC Central Committee, the Notice issued by the Leading Group for the Thematic Education Campaign on “Staying True to Our Original Aspiration and Keeping Our Mission Firmly in Mind” regarding the earnest study of the history of the Party and the history of New China during the campaign, the first-half-year operational analysis meeting of China Chengtong, and the spirit of the remarks delivered by Zhu Bixin, Secretary of the Party Committee and Chairman of the Group, during his inspection tour of Galaxy Paper Industry. Participants also engaged in a focused study of General Secretary Xi Jinping’s series of important expositions on high-quality development and carried out a summary and deployment of the implementation of the thematic education campaign and Party-building work. Huang Xin, Secretary of the Party Committee, Chairman, and Head of the Leading Group for the Thematic Education Campaign, attended the meeting and delivered a speech; Ji Shumming, Deputy Secretary of the Party Committee and Secretary of the Commission for Discipline Inspection, presided over the meeting; other members of the company’s leadership team, heads of departments, and heads of all subsidiaries also attended.

Comrade Huang Xin led the participants in reviewing the original aspiration and mission of Chinese Communists, gaining a profound understanding of the rich connotations and contemporary significance of the thematic education campaign on “Staying True to Our Original Aspiration and Keeping Our Mission Firmly in Mind.” Drawing on his own in-depth reflections, he emphasized the need to fully recognize the inherent similarities between Party building work and production-and-operation work in terms of logic, direction, and methodology, and put forward clear requirements for future work.

Huang Xin pointed out that we must vigorously promote the deep integration of Party building with production and business operations, fostering “embedding” and rigorously advancing “integration”; we must address the “pain points” in enterprise Party building, ensuring thorough top-down and bottom-up implementation of plans and institutional frameworks and their efficient execution; we must implement institutional measures such as “two-way training and development” for Party affairs and business personnel to continuously enhance both the quantity and quality of Party building work; we must stay firmly focused on the guiding principles of “staying true to our original aspiration, shouldering our mission, identifying gaps, and ensuring effective implementation,” thereby deepening, elevating, and yielding tangible results from thematic education; we must effectively strengthen the leadership of corporate culture, fully implement performance-oriented management, and promote high levels of alignment in thinking, communication, and action across the organization, using culture to drive high-quality, sustainable development; and we must concentrate on resolving the bottlenecks hindering high-quality development, with particular emphasis on addressing salient issues—such as outdated concepts, mindsets, strategic vision, and low efficiency—that impede productivity improvements.

Huang Xin stated that effective Party building hinges on establishing sound rules and institutional frameworks. To strengthen Party building, the first priority is to address issues of top-level design and strategic direction. The overarching guiding principle should be the thorough implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, particularly General Secretary Xi’s important expositions on state-owned enterprise reform and the spirit of his speech at the Conference on Party Building in State-Owned Enterprises. On this basis, we must integrate Party building into the governance structure of state-owned enterprises, reinforce the development of rules and regulations, ensure that Party building is conducted within a well-defined framework and guided by clear objectives, and thereby achieve seamless integration between Party building and business operations. This will guarantee alignment in goals, direction, and concerted efforts, fostering synergy and smooth coordination across all levels. Strengthening Party building also requires raising our political stance. Conducting the thematic education campaign effectively is the most important political task at present. All Party members and cadres must elevate their political awareness, deeply appreciate the strategic and practical significance of this campaign for both the nation and the enterprise, resolutely avoid mere formalism, and ensure tangible results. In August, the campaign has entered a critical phase where outcomes and real effectiveness must be demonstrated. Party organizations at all levels must make every possible effort to complete all mandated tasks within the prescribed timeframe and to disseminate and replicate successful practices and achievements. Throughout the entire campaign, we must consistently adhere to the guiding principles of “staying true to our original aspiration, shouldering our mission, identifying gaps, and ensuring effective implementation,” integrating study and education, investigative research, problem identification, and corrective action into every stage of the campaign. Only by doing so can we genuinely improve management, enhance efficiency, and strengthen and optimize our operations, making high-quality development the sole criterion for evaluating the success of the thematic education campaign.

Huang Xin emphasized that effective Party building hinges on a sense of responsibility and proactive action. We must approach Party building from a people-centered perspective, fully leveraging the role of grassroots Party organizations as strong bastions and that of Party members as pioneers and role models, ensuring consistency between top-down directives and on-the-ground implementation so that the decisions and work arrangements of the CPC Committee of China Paper Industry are genuinely carried out and put into practice. To this end, we need to ensure that the Party-building workforce is adequately staffed and strengthened, vigorously promote rotational postings and mobility among key Party affairs professionals, continuously bolster and enhance the capacity and quality of the Party-building team, and thereby provide solid support for the deep integration of Party building with business operations. Guided by production and operational objectives, we must address the pain points hindering high-quality development, phase out outdated capacity, upgrade equipment levels, and build advanced productive forces. Party members and cadres must embrace the vision, mindset, and broader strategic outlook of high-quality development; keep pace with the times, adapt to changing circumstances, and remain forward-looking; and seize opportunities presented by thematic education to constantly improve themselves and avoid being left behind. Effective Party building also requires cultural alignment: we must deeply identify with the corporate culture championed by China Paper Industry—characterized by competition, performance orientation, and a commitment to high-quality development—maintaining ideological unity, unified messaging, and consistent behavior, and harnessing the powerful leadership of our corporate culture to drive high-quality, sustainable development. In addition, we must strengthen integrity-building efforts, persistently combat the “Four Winds,” strictly abide by the “Eight-Point Regulations,” and focus on reinforcing sound work style.

In his concluding remarks at the meeting, Ji Shuming emphasized that Party organizations at all levels within China Paper must promptly convey and implement the spirit of this meeting and the important instructions delivered by Comrade Huang Xin, and effectively leverage strengthened Party building to propel the company onto a path of high-quality development. It is imperative to further enhance organizational leadership and oversight and guidance to ensure that the thematic education campaign across the entire system is carried out in a coordinated, comprehensive, targeted, practical, and results-oriented manner. Special attention should be paid to precisely addressing the most pressing and challenging issues in the integration of Party building with business operations, so as to translate plans, measures, actions, and outcomes into tangible progress in advancing high-quality development. Meanwhile, discipline inspection commissions at all levels must earnestly assume their supervisory responsibilities and take decisive and stringent disciplinary action against any instances of inaction, superficial compliance, or improper conduct.

Representatives from various platforms exchanged views on their work in light of the thematic education campaign on “Staying True to Our Original Aspiration and Keeping Our Mission Firmly in Mind.” All agreed to thoroughly implement the spirit of the meeting, integrate the thematic education into production and operations, and, guided by the work standards of “rigor, practicality, thoroughness, and speed,” enhance operational performance and promote the enterprise’s high-quality development.

The meeting emphasized that the company faces heavy responsibilities in Party building and in production and operations during the second half of the year. All Party organizations at every level and the broad ranks of Party members and cadres must earnestly align their thinking, emancipate their minds, elevate their perspectives, deepen their understanding, update their concepts, and broaden their horizons; benchmark against the annual goals and tasks; keep firmly in mind our original aspiration and mission; strive to shoulder responsibilities and take proactive action; ensure the successful achievement of budgetary targets; and ensure that the thematic education campaign yields tangible results. In doing so, we will present a meaningful gift to the 70th anniversary of the founding of the People’s Republic of China through the solid outcomes of the thematic education and outstanding achievements in Party building and business performance.
