Following the Budget “Batons” and Thoughtfully Planning for “High Quality” | China Paper Holds Third-Quarter 2019 Business Performance Review

On the afternoon of October 22, China Paper held its third-quarter 2019 business performance review meeting via video conference. Huang Xin, Secretary of the Party Committee and Chairman of the company, emphasized that the budget serves as the “conductor’s baton.” All subsidiaries must meticulously finalize their annual budgets, make every effort to achieve their targets, proactively plan and systematically and scientifically prepare the 2020 budget and the 14th Five-Year Plan, and thoughtfully formulate medium- and long-term strategies for high-quality development.

Huang Xin conveyed the spirit of the remarks made by Zhu Bixin, Chairman of China Chengtong, during his inspection of Chengtong Kaisheng, analyzed and assessed the situation in light of the actual conditions of China Paper, and instructed all subsidiaries to: first, squarely confront the changing economic landscape and the new competitive environment, and thoughtfully formulate strategies for future development; Second, fully leverage the advantages of central state-owned enterprises and steadfastly uphold confidence and resolve in development; Third, we must place great emphasis on the importance of talent, proactively attract top-tier talent, and enhance our core competitiveness. Fourth, break through technological barriers, strengthen cost control, and expand the scale of operations; Fifth, align the enterprise’s 14th Five-Year Plan with its development strategy, formulate a phased implementation roadmap, and ensure sustainable development through robust systems, frameworks, and processes. Sixth, proactively study investment authorization mechanisms to effectively control and mitigate risks. Seventh, emphasize coordinated development with the Group.

Huang Xin emphasized that, given the rapidly changing market conditions this year, it is essential to steadfastly uphold the overarching themes of “four new initiatives, new growth drivers, four breakthroughs, and ‘three reductions, one increase, and one control,’” while quantifying the results of “dual-wheel drive, structural adjustment, and quality improvement and efficiency enhancement.” Under the backdrop of slowing economic growth, we are proactively formulating countermeasures and maintaining stability in the face of a complex situation. Party organizations at all levels must consolidate the achievements of the thematic education campaign on “Staying True to Our Original Aspiration and Keeping Our Mission Firmly in Mind,” vigorously leverage the roles of Party organizations at all levels and the exemplary and leading role of Party members, and translate these efforts into tangible business results. Party organizations at all levels must “set the direction, oversee the big picture, and ensure effective implementation,” strengthen the building of leadership teams and core personnel, and leverage a tiered approach to drive and set examples, thereby ensuring that all measures for reform and transformation are truly put into practice. At the same time, we must thoroughly review safety management issues, remain vigilant at all times, address problems at the source, and maintain constant vigilance over safety and environmental protection.

Zhang Qiang, General Manager of China Paper, emphasized the need to gain a clear understanding of the current situation and strengthen internal capabilities; to seize opportunities and deliver strong performance; to learn from Formosa Plastics’ robust management practices; to eliminate operational anomalies and boost efficiency; and to prioritize safety and environmental protection, budget finalization, and workforce planning. He urged all employees to focus their thinking on transformation and breakthroughs as well as high-quality development, ensuring a successful conclusion to the year and a strong start to the new year.

Liang Mingwu, Deputy General Manager of China Paper, chaired the meeting and urged all platforms to thoroughly understand the spirit of the meeting, ensure effective implementation, conduct targeted problem analysis and swift resolution, and have headquarters departments strengthen supervision, inspection, and guidance.

The meeting heard work reports on the operational management, financial management, and related subsidiaries of China Paper. That morning, China Paper also held separate symposiums on trade and information technology.
