Tender Notice
In accordance with the provisions of the Government Procurement Law of the People’s Republic of China, the Bidding and Tendering Law of the People’s Republic of China, and the Measures of Guangdong Province for the Implementation of the Bidding and Tendering Law of the People’s Republic of China, Zhuhai Hongta Renheng Packaging Co., Ltd. and Zhuhai Huafeng Paper Co., Ltd. have, with respect to 2020 Canteen Food Ingredient Delivery Service Procurement Project A public tender is being organized, and qualified domestic service providers are welcome to submit sealed bids.

2. Project Name: Procurement Project for Canteen Food Ingredient Delivery Services in 2020 for Zhuhai Hongta Renheng Packaging Co., Ltd. and Zhuhai Huafeng Paper Co., Ltd.
3. Scope of the Tender: See the Tender Documents for details.
4. Term of Service: One year from the date the contract takes effect 。
5. Project budget amount: The purchaser’s estimated procurement volume of food ingredients is approximately RMB (Package A). 200 RMB 10,000; (Package B) RMB 1.8 million. This procurement amount is provided solely as a reference for each bidding entity during the tendering process, and the procuring entity cannot guarantee the supply quantities to be allocated by the successful bidder. Any associated risks shall be borne by the successful bidder.
6. The tender document is priced at RMB 300 yuan; an additional RMB 50 yuan will be charged for domestic mail-order purchases. Once sold, the tender document is non-refundable.
7. Time for purchasing tender documents: From July 2, 2020, to July 9, 2020, daily from 9:00 a.m. to 12:00 p.m. and from 2:30 p.m. to 5:00 p.m. (excluding public holidays). (Beijing time, the same below.)
8. Place for purchasing tender documents: No. 508, Jinji West Road, Qianshan Subdistrict, Xiangzhou District, Zhuhai City (Zhuhai Hongta Renheng Packaging Co., Ltd.).
9. Deadline for submission of tender documents: 15:00 on July 23, 2020. Tender documents will be accepted starting 30 minutes before the deadline; any submissions received prior to or after the deadline, or those that do not comply with the specified requirements, will not be accepted.
10. Place for Receipt of Bidding Documents: No. 508, Jinji West Road, Qianshan Subdistrict, Xiangzhou District, Zhuhai City (Zhuhai Hongta Renheng Packaging Co., Ltd.).
11. Bidder Qualification Requirements:
1) A legal entity registered within the territory of the People’s Republic of China that has the capacity to independently assume civil liability. (Provided Business License Certified copy with seal Bidder Official Seal) ；
2) Bidders shall possess a valid “Catering Service License,” “Food Distribution License,” or “Food Business License” (a photocopy of the relevant license, affixed with the bidder’s official seal, must be provided).
3) Original copy of the Certificate of Legal Representative and the Power of Attorney for the Legal Representative;
4) Over the past three years (calculated from the month the tender announcement is issued), the bidder has maintained a record of no material violations of laws or regulations in its business operations (an original declaration letter must be submitted with the tender documents, prepared in accordance with the format specified in the tender documents).
5) Bidders must possess a valid Two or more units Delivery truck (Vehicle type shall be determined based on the weight category specified on the vehicle registration certificate, i.e., 1 ton or more) and one refrigerated delivery vehicle. .( Submit photocopies of the vehicle registration certificate and the motor vehicle registration certificate, both stamped with the bidder’s official seal. The vehicle owner listed on the vehicle registration certificate must match the bidder’s name or the name of its legal representative. For refrigerated delivery vehicles, additional color photographs of the vehicle and a photocopy of the purchase invoice must also be provided. )
6) The bidder shall have completed at least one cafeteria catering delivery project in the past three years, with supporting contract documentation. (Submit a photocopy stamped with the bidder’s official seal; the original shall be kept on file for inspection.)
7) Bidders in Guangdong Province Owned or partnered farming bases , with a total area of no less than 100 mu. (The tender documents must include the land-use lease agreements for the vegetable cultivation base and the livestock breeding base.) or A photocopy of the certificate of land-use rights issued by the village committee or other relevant government authorities (with the bidder’s official seal affixed), together with color photographs of the base. Bidders collaborating with a breeding base shall submit the cooperation agreement and the business license of the cooperating entity, both stamped with the bidder’s official seal.
8) Bidder Own or lease Cold storage facility with a floor area of no less than 100 square meters (supporting documentation required: cold storage invoice and contract, both stamped with the bidder’s official seal).
Note: For privately owned cold storage facilities, proof of ownership must also be provided.
Note: Bidders must comply with all of the above requirements. If two or more suppliers fall under any of the following circumstances, they shall be prohibited from participating in the tender simultaneously; upon discovery, such conduct shall be deemed bid-rigging, and all related bids shall be declared invalid: 1) having the same legal representative; 2) having a controlling or management relationship with one another.
This project is divided into Zhuhai Hongta Renheng Packaging Co., Ltd. (Package A) and Zhuhai Huafeng Paper Co., Ltd. (Package B): If a bidder submits bids for both packages, and is awarded contracts for both Package A and Package B, the bidder must independently choose one of the two packages.
12. The following documents shall be provided when purchasing the tender documents:
① Original certificate of legal representative and original power of attorney for the legal representative;
② In the bidder qualification requirements, item ①– ③ Supporting documentation for the item ；
13. Bidders who have purchased the tender documents shall, no later than two calendar days prior to the bid submission deadline, notify Zhuhai Hongta Renheng Packaging Co., Ltd. in writing, in accordance with the format specified in the notification letter, of their intention to participate in this bidding process.
