In accordance with the provisions of the the People's Republic of China Government Procurement Law, the the People's Republic of China Tendering and Bidding Law, and the Measures for the Implementation of the the People's Republic of China Tendering and Bidding Law of Guangdong Province, Zhuhai Hongta Renheng Packaging Co., Ltd. and Zhuhai Huafeng Paper Co., Ltd.2020 Canteen Food Distribution Service Procurement ProjectOrganization of public bidding, welcome domestic qualified service providers to participate in sealed bidding.

2. Project Name: Zhuhai Hongta Renheng Packaging Co., Ltd. and Zhuhai Huafeng Paper Co., Ltd. 2020 Canteen Food Distribution Service Procurement Project
3. Bidding contents: see the bidding documents for details.
4. Period of Service:One year from the effective date of the contract.
5. Project Budget Amount: The amount of food purchased by the purchaser is about RMB (Package A)200Ten thousand yuan,(B bid package) 1.8 million yuan, this purchase amount is only for reference by each bidding unit when bidding, the purchaser cannot guarantee the supply to be allocated by the winning bidder, and the risks involved shall be borne by the winning bidder.
6. Price of bidding documents: RMB 300 yuan only, plus RMB 50 yuan for domestic mail order. The bidding documents will not be returned after sale.
7. Time for purchasing bidding documents: from July 02, 2020 to July 09, 2020, 9:00~12:00 and 14:30~17:00 daily (except holidays). (Beijing time, the same below)
8. Place of purchase of bidding documents: 508 Jinji West Road, Qianshan Street, Xiangzhou District, Zhuhai City (Zhuhai Hongta Renheng Packaging Co., Ltd.).
9. Deadline for submission of bid documents: July 23, 2020, 15: 00. The bid documents shall be received 30 minutes before the deadline, and the bid documents submitted in advance, late or not in conformity with the regulations shall not be accepted.
10. Place of receiving bid documents: 508 Jinji West Road, Qianshan Street, Xiangzhou District, Zhuhai City (Zhuhai Hongta Renheng Packaging Co., Ltd.).
11. Bidder qualification requirements:
1) A legal person registered in the People's Republic of China with the capacity to independently bear civil liability.(providedBusiness LicenseCopy stampedBidderofficial seal);
2) Bidders must have a valid Catering Service License or Food Circulation License or Food Business License (provide a copy of the qualification certificate with the official seal of the bidder);
3) The original certificate of legal representative and the power of attorney of legal representative;
4) In the past three years (calculated from the month when the tender announcement is issued), there is no major illegal record in the business activities (the original statement letter is provided in the tender documents) (provided in the format of the attachment in the tender documents);
5) Bidders must have a valid2 and aboveDistribution truck(The type of vehicle is subject to the type of load approved by the driving license of 1 ton (inclusive) or more) and 1 refrigerated distribution vehicle。（Provide a copy of the vehicle driving license and the motor vehicle registration certificate with the official seal of the bidder, and the name of the vehicle owner and the bidder or the name of the legal representative indicated on the vehicle driving license are the same. The distribution refrigerated truck must also provide a color photo of the vehicle and a copy of the purchase invoice.)
6) The bidder has completed the canteen distribution project in the past three years and provided at least one performance contract certificate. (Provide a copy with the official seal of the bidder, and the original for future reference)
7) Bidder in Guangdong ProvinceHave or cooperate with the breeding baseThe area is not less than 100 acres. (The land use lease contract for vegetable planting base and breeding base shall be provided in the bidding documents.orA photocopy of the certificate of the village committee of the land use right or other relevant government departments (with the official seal of the bidder) shall be attached with a color photo of the base. Bidders who cooperate with the breeding base shall provide the cooperation contract and the business license of the cooperative unit and affix the official seal of the bidder.)
8) BidderOwned or leasedFrozen warehouse, with an area of not less than 100 square meters (provide cold storage invoice and contract, stamped with the official seal of the bidder).
Note: Own refrigerated warehouse also need to provide proof of property rights.
Note: Bidders must meet all the above requirements at the same time. If two or more suppliers have one of the following circumstances, they shall not participate in the bidding at the same time. Once found, they will be treated as collusion of bids, and the relevant bids will be invalid: 1) the legal representative is the same person; 2) there is a holding or management relationship.
This project is dividedZhuhai Hongta Renheng Packaging Co., Ltd. (Bid A) and Zhuhai Huafeng Paper Co., Ltd. (Bid B), if the bidder bids two bid sections at the same time, if the bid sections A and B win the bid, he must choose one of the bid packages.
12. The following documents shall be provided when purchasing the bid:
