The Party Committee of Huaxin Packaging Held the 2019 Annual Meeting for Evaluating the Performance and Integrity Reports of Party Branch Secretaries

In order to thoroughly study and implement the spirit of the 19th National Congress of the Communist Party of China and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and to effectively encourage grassroots Party branch secretaries to fulfill their responsibilities as the “primary person in charge” of Party building, thereby enabling Party branches to serve as strong fighting fortresses and Party members to play a pioneering and exemplary role in production and business operations, the Party Committee of Huaxin Packaging convened a meeting on the morning of January 3, 2020, in the 11th-floor conference room of the Hongta Renheng Office Building, to review and evaluate the 2019 performance reports and integrity statements of Party branch secretaries. The meeting was attended by Ren Xiaoping, Secretary of the Party Committee of Huaxin Packaging; Zhang Hong, Deputy Secretary of the Party Committee and Secretary of the Commission for Discipline Inspection; and Ding Guoqiang, a member of the Party Committee. The meeting was chaired by Jiang Di, Director of the Party Building Center.

During the meeting, the 12 branch party secretaries under the Party Committee of Huaxin Packaging each delivered on-site work reports. The reports focused on their performance in fulfilling their primary responsibilities for party building, implementing the decisions and arrangements of the CPC Central Committee and higher-level party organizations, advancing the standardization of branch construction, and leveraging party building to guide and drive production and business operations, thereby summarizing the work carried out in 2019. At the same time, they thoroughly analyzed their own shortcomings and put forward ideas for improvement as well as directions for future efforts.

The panel of judges evaluated the secretaries of each Party branch by listening to their on-site work reports and provided on-the-spot commentary. Han Jiancai, Director of the Party and Mass Work Department of Huaxin Color Printing, commented: “Party building is a highly professional undertaking that requires Party affairs workers—especially Party branch secretaries—to devote careful thought and diligent effort to planning and implementation. We will also continuously enhance our professional competence in Party building through learning and exchange.” Ding Guoqiang, a member of the Party Committee, remarked: “The convening of this report-and-evaluation meeting represents an innovative step in Huaxin Packaging’s Party-building work. Each Party branch has its own areas of focus and distinctive strengths. I hope that we will continue to carry out the annual report-and-evaluation process going forward, so as to promote mutual learning and collective improvement.” Zhang Hong, Deputy Secretary of the Party Committee and Secretary of the Commission for Discipline Inspection, commented: “The work of each primary-level Party branch is uniquely characterized and effectively integrates with the realities of business operations, thereby fully leveraging the Party branch’s role as a fighting fortress and the vanguard and exemplary role of Party members. All Party branches should learn from one another, capitalize on each other’s strengths while making up for weaknesses, and innovate the forms of Party building, so as to use high-quality Party building to drive high-quality enterprise development.”

Finally, Ren Xiaoping, Secretary of the Party Committee, delivered a concluding speech. He stated that since 2019, all primary-level Party branches under the Huaxin Packaging Party Committee have closely aligned their work with the company’s production and business priorities, united and led all Party members and the broader workforce in pioneering innovation and overcoming tough challenges, thereby achieving remarkable results. As a result, the Secretary has performed his duties more effectively, the foundational work of Party building has been further strengthened, and Party organizations have become more effective in serving the core business. Ren Xiaoping emphasized that Party branches are the fundamental units for carrying out Party building within the company and serve as the nerve endings through which the comprehensive and strict governance of the Party is extended to the grassroots level. With regard to how to further strengthen Party building, he put forward four recommendations: first, continue to emphasize theoretical study, constantly innovating the methods, content, and formats of learning to better integrate theory with production and business operations; second, rigorously implement the responsibility system for building a clean and honest Party conduct, remain steadfastly committed to the “Eight-Point Regulations,” strictly uphold political discipline and rules, and better serve production and business while maintaining close ties with employees; third, fully leverage the role of Party branches as strong bastions of combat, explore and establish a mechanism for connecting all levels—from the Party Committee (and its members) down to the branch, from the branch to its branch committee, from the branch committee to individual Party members, and from Party members to the general workforce—dare to take firm stands, be adept at providing guidance, and pool strength to support entrepreneurship and hard work at Huaxin Packaging; and fourth, orient Party building around “one central focus and three key themes” (namely, centering on production and business operations, addressing shortcomings, fostering endogenous momentum, and achieving all-round growth), while transforming work styles and reinforcing the sense of responsibility and commitment among Party members and cadres.
