The Group Has Arranged and Deployed Special Rectification Work on the Issue of “Headquarters-Style Organizational Structure”

To thoroughly study and implement the important instructions and directives of General Secretary Xi Jinping, to carry out the requirements for rectifying issues identified during the Central Inspection, to effectively address the problem of “headquarters bureaucratization” in central enterprises, and to accelerate market-oriented reform, on November 9 the Party Committee of the Group convened an expanded meeting of the Theoretical Study Center Group to convey the State-owned Assets Supervision and Administration Commission of the State Council’s guidelines on launching a special campaign to rectify “headquarters bureaucratization” in central enterprises, and to make arrangements and deployments for the next steps in implementing these guidelines.

　　The meeting held that launching the special rectification campaign to address the issue of “headquarters-ization” is a concrete manifestation of thoroughly studying and implementing the important instructions and directives of General Secretary Xi Jinping, as well as fully carrying out the decisions and arrangements of the Party Central Committee and the requirements set forth by the Party Leadership Group of the State-owned Assets Supervision and Administration Commission. It also constitutes an important component of further combating formalism and bureaucratism. The meeting emphasized the need to study diligently and gain a profound understanding of the spirit of General Secretary Xi Jinping’s important instructions and directives, to earnestly enhance our sense of responsibility, urgency, and mission, and to treat this special rectification campaign as a crucial political responsibility and task at present—viewing it as a practical action to firmly uphold the Four Consciousnesses, strengthen the Four Confidences, and resolutely safeguard the Two Upholds—and to ensure its thorough implementation.

　　The meeting called for a focused approach to key priorities and for the swift and effective implementation of all measures. First, it is imperative to attach great importance to this work at the ideological level. As a pilot state-owned capital operation company positioned as a specialized platform for the market-oriented operation of state capital, the Group faces even higher demands for market orientation and professionalization. Therefore, we must take this targeted rectification campaign as an opportunity to thoroughly identify and address the most salient problems at headquarters in areas such as functional institutions, institutional mechanisms, and prevailing mindsets. We should strive to establish a working framework characterized by a “strong headquarters and robust operations,” with a particular emphasis on advancing corporate governance structure and capacity building, thereby contributing to the accelerated development of a modern state-owned enterprise system with Chinese characteristics. Second, we must strengthen organizational leadership. The Group’s principal leaders shall assume primary responsibility, while the Office of the Group’s Leading Group for Comprehensively Deepening Reform will serve as the lead department, tasked with rigorously conducting research and making arrangements for the targeted rectification work and ensuring its effective implementation. Any matters of major significance shall be submitted to the Group’s Reform Leading Group for deliberation before being reported to the Group’s Party Committee for decision. Third, we must adhere to the established timelines and resolutely complete all assigned tasks. All relevant departments at headquarters are required to promptly formulate specific work plans for the “headquarters bureaucratization” rectification initiative in accordance with their respective responsibilities, develop concrete corrective measures in line with the SASAC’s list of immediate corrections and specific requirements, clearly define the division of responsibilities and set definitive deadlines, ensure that phased objectives and tasks are completed on schedule, and make every possible effort to successfully carry out the targeted rectification work.
