Tender Notice
Zhuhai Huafeng Paper Co., Ltd. – Sales Project for Zhuhai Huafeng Coal Ash, Coal Slag, and Desulfurization Gypsum Conduct an open tender; the main scope of the project is to carry out regular activities by category. The waste removal and cleanup company handles the coal ash, coal slag, and desulfurization gypsum generated during the boiler’s coal combustion process. Bidders who meet the eligibility requirements are welcome to submit bids. The relevant matters are as follows:
I. Project Number: HTRH2022-0421
II. Project Name: Zhuhai Huafeng Coal Ash, Coal Slag, and Desulfurization Gypsum Sales Project
III. Minimum Total Bid Price for the Project: RMB 2,308,000.00 (Two Million Three Hundred Eight Thousand Yuan Only)
Project quotation method: Quotations shall not be lower than the minimum price limit for each product category, and the total bid price shall be used as the evaluation criterion.
IV. Project Scope and Requirements:
1 1. Project Scope and Technical Requirements: See “Part II: User Requirements Document” in the Tender Documents for details.
2 1. No alternative proposals are permitted for this project.
V. ★ Bidder Qualification Requirements:
1 , Bidders shall submit A photocopy of the qualification certificate of the legal representative (or person in charge) and the original power of attorney issued by the legal representative (or person in charge), both affixed with the official seal; (if the representative attending the bid is the legal representative, the power of attorney from the legal representative (or person in charge) is not required).
2 1. The tender document shall include a copy of the business license, institutional legal person certificate, or social organization registration certificate of a legal entity or other organization registered within the People’s Republic of China, affixed with the official seal of the bidder; if the bidder is an individual, a copy of the individual’s identity document shall be provided. Where otherwise prescribed by the State, such provisions shall prevail. All the foregoing documents must be stamped with the bidder’s official seal. In the case of a branch bidding, the bidder must obtain an authorization letter issued by the parent company (head office) that possesses legal person status and provide copies of the business licenses (or practice permits) of both the parent company (head office) and the branch, each affixed with the bidder’s official seal. Where the parent company (head office) has already granted authorization, any relevant qualification certificates held by the parent company (head office) shall be valid for the branch; in accordance with laws and regulations or Unless otherwise provided by the relevant industry;
3 1. Bidders shall have a good commercial reputation and a sound financial accounting system (provide a photocopy of the financial statements for any one year between 2020 and 2021, such as the annual audit report or balance sheet, or a photocopy of a credit certification issued by a bank, duly stamped with the official seal);
4 1. The tender document shall include a written statement confirming the bidder’s possession of the equipment and specialized technical capabilities necessary for fulfilling the contract (a “Statement of Professional and Technical Qualifications” shall be provided, with a format to be determined by the bidder; if required, relevant supporting documentation may be submitted to the procuring entity at any time for verification).
5 A written statement certifying that the bidder has had no significant violations of laws or regulations in its business operations during the three years immediately preceding participation in government procurement activities (calculated from the date of issuance of the tender notice), to be submitted as part of the tender documents (the format is provided in the appendix to the tender documents).
6 Credit Information: The bidder must not be listed on the “Discredited Persons Subject to Enforcement” list, the “List of Parties Involved in Major Tax Violation Cases,” or the “Serious Illegal and Dishonest Conduct List for Government Procurement” on the “Credit China” website (www.creditchina.gov.cn), nor must the bidder be within the period of prohibition from participating in government procurement activities as recorded under the “Record of Serious Illegal and Dishonest Conduct in Government Procurement” on the China Government Procurement Website (www.ccgp.gov.cn). Bidders are required to download the credit report as an attachment and affix the official seal. 。

(3) Bidders or their affiliates that provide comprehensive design, specification preparation, project management, supervision, testing, or other related services for this procurement tender shall be disqualified from participating in the tender for this project (a “Bidder Qualification Statement” must be submitted).
(4) Bidders must register with the tendering agency and purchase the tender documents.
VI. Eligible bidders shall, from May 5, 2022, to May 10, 2022 (9:00 a.m. to 12:00 p.m. and 1:30 p.m. to 4:30 p.m., excluding statutory holidays, for no fewer than five business days), register and purchase the tender documents in accordance with the following procedures. Each set of tender documents is priced at RMB 300 and is non-refundable upon sale.
