To all bidders:
According to the "Government Procurement Law of the People's Republic of China", the "Tendering and Bidding Law of the People's Republic of China", and the Guangdong Province implementation measures of the "Tendering and Bidding Law of the People's Republic of China", and in regard to Zhuhai Hongta Renheng Packaging Co., Ltd. in-plant logistics business outsourcing project organize an open tender, and welcome bidders to participate in sealed bidding.

2. Project name: Zhuhai Hongta Renheng Packaging Co., Ltd. in-plant Logistics Business outsourcing
3. Tender scope: See the tender documents for details;
4. Service period: Three years (detailed in the contract)
5. Project budget amount: Renminbi (RMB) Twenty-one yuan /ton (￥ 21 yuan /ton)
6. Tender document price: Renminbi RMB 500.00 per set; domestic mail orders require an additional postage of RMB 50. The sale of tender documents is non-refundable.
7. Tender document purchase period: From 2020 Year 4 Month 4 Day to 2020 Year 4 Month 13 Day Until 12:00. (Beijing time, same below)

9. Pre-bid clarification meeting Time: 2020 Year 4 Month 24 Morning of the day 10:00.
10. Deadline for submission of bid documents: 2020 Year 5 Month 7 Day 8:00. Bid documents will be accepted starting 30 minutes before the deadline. Early, late submissions or submissions that do not meet the requirements will not be accepted.
11. Place for receiving bid documents: No. 508 Jinji West Road, Qianshan, Xiangzhou District, Zhuhai City. Zhuhai Hongta Renheng Packaging Co., Ltd.
12. Bidder qualification requirements:
a) The bidder must be a qualified bidder registered within the territory of the People's Republic of China (territory refers to provinces, municipalities and regions of the PRC excluding Hong Kong, Macau and Taiwan), with independent civil liability and holding a valid corporate business license.
b) Listed on the "Credit China" website (www.creditchina.gov.cn) and the China Government Procurement Network (www.ccgp.gov.cn) as not being on the lists of dishonest judgment defaulters, parties to major tax violation cases, records of serious illegal and dishonest behavior in government procurement, or other ineligible bidders.
c) The bidder's business scope must include at least one of the following: warehousing services, loading and unloading/handling services, or labor dispatch services.
d) The bidder must provide one similar project performance record within the past three years (original contract with a total amount not less than RMB 3,000,000 for inspection). (Contract original for inspection, total amount not less than RMB 3,000,000).
e) Number of owned forklifts: 20 units; owned forklift operators must hold special equipment operation certificates (forklift) with no fewer than 30 people (provide relevant supporting documents);
f) Have safety management qualification certificates no fewer than 1 person (provide relevant supporting documents);
Note: Consortium bids are not accepted for this project. Bidders must simultaneously meet all of the above requirements. Two or more suppliers in any of the following situations shall not participate in bidding at the same time; once discovered it will be treated as bid rigging and the related bids will be invalid:
a) Having the same legal representative;
b) Having a controlling or management relationship.

a) Original certificate of legal representative and original authorization letter from the legal representative;
b) Proof materials for item c-d of the bidder qualification requirements ；
