Zhang Xianghong Attends Research Symposium on Discipline Inspection Commission Projects in China’s Paper Industry and Conducts Field Investigation at Yinhe Paper Co., Ltd.

From December 13 to 14, Zhang Xianghong, a member of the Party Committee and Secretary of the Commission for Discipline Inspection of the Group, attended the research seminar on discipline-inspection work convened by the Commission for Discipline Inspection of China Paper at Yinhe Paper in Liaocheng, Shandong Province, and conducted an inspection of Yinhe Paper. Huang Xin, Secretary of the Party Committee and Chairman of China Paper, along with relevant personnel from the Group’s Commission for Discipline Inspection and China Paper’s Commission for Discipline Inspection, participated in the meeting and the inspection.

Zhang Xianghong listened separately to briefings and on-site defenses by the discipline inspection commission secretaries of five enterprises—China Paper Huaxin Packaging, Guanhao High-Tech, Taigelin Paper, Meiliyun, and Yinhe Paper—on six research topics spanning three key areas, and provided detailed commentary on each individual research project. Zhang Xianghong fully commended the discipline inspection commissions of China Paper for taking the lead in conducting pioneering research and exploration to deepen reform of the systems and mechanisms governing disciplinary inspection work. At the same time, he emphasized that discipline inspection commissions must further strengthen their primary responsibility of oversight, effectively enhance routine supervision over peer-level Party committees and state-owned enterprises under their jurisdiction, and ensure the thorough implementation of decisions and arrangements made by higher authorities; they should proactively build and refine a comprehensive oversight system, with particular focus on advancing reforms of the systems and mechanisms for disciplinary inspection and establishing an overarching, integrated oversight framework, so as to simultaneously promote the establishment of institutional mechanisms that deter corruption, prevent corruption, and cultivate an aversion to corruption; they should actively facilitate the translation of theoretical research into practical application, continuously summarize and explore effective measures and approaches, and strive to develop highly operational models and standard practices; and they should fully expand channels for public oversight, take seriously the issues and appeals raised by the public, and, in light of actual conditions, properly address and clarify unsubstantiated reports, thereby continually enhancing the quality of disciplinary inspection work.

During the research visit, Zhang Xianghong listened to a briefing by Li Liangying, General Manager of Yinhe Paper Industry, on the company’s production and operational performance in recent years. He then conducted on-site inspections at key production units, including the 5280 production line and Phase II of the poplar pulp project, where he examined firsthand the company’s production processes, equipment operation, and product quality, and extended warm greetings to frontline employees. He commended Yinhe Paper Industry for its achievements in production and operations despite challenging circumstances, stressing the need to thoroughly study and convey the spirit of the Fourth Plenary Session of the 19th CPC Central Committee, integrate this spirit into the company’s practices at all levels, and accelerate the establishment of a sound institutional framework for state-owned enterprises. He also urged the company to carry forward the Chengtong spirit of “bravely shouldering heavy responsibilities and daring to tackle tough challenges,” genuinely emancipate its thinking, and proactively formulate strategies and measures for the enterprise’s long-term development. Furthermore, he emphasized the importance of strengthening talent development by drawing on best practices from overseas and other central state-owned enterprises to continuously cultivate a high-caliber workforce, while at the same time showing genuine care and concern for employees and stimulating their intrinsic motivation. Finally, he called for firmly establishing the concept of “comprehensive safety,” increasing investment in workplace safety and environmental protection, and ensuring the enterprise’s sustained, healthy, and stable development.

During the research visit, Zhang Xianghong also held in-depth discussions with relevant leaders of the CPC Liaocheng Municipal Committee and the Liaocheng Municipal People’s Government, as well as with their counterparts in the CPC Linqing Municipal Committee and the Linqing Municipal People’s Government, on the reform and development of Yinhe Paper Industry, and expressed his gratitude for the support and assistance provided to the company by these local authorities. The leaders of the CPC Liaocheng Municipal Committee and the Liaocheng Municipal People’s Government fully commended Yinhe Paper Industry’s outstanding contributions to the region’s socio-economic development, emphasizing that the municipal Party committee and government have consistently paid close attention to and provided full support for the company’s reform and development, and will continue to offer enhanced services and support to facilitate its high-quality growth.
