Zhuhai Hongta Renheng Packaging Co., Ltd. regarding BM2 Water Injection Roll Replacement Project A public tender is hereby announced, and qualified bidders are invited to submit bids. The relevant matters are as follows:
I. Project Number: HTRH2022-0520
II. Project Name: Hongta Renheng BM2 Water Injection Roll Replacement Project
III. Total Project Budget: RMB 1,950,000.00 ( RMB 1,950,000.00)
IV. Project Scope and Requirements:
1. Project Scope and Technical Requirements: See “Part II: User Requirements Document” in the Tender Documents for details.
2. Funding source for the project: self-financing by the enterprise.
3. Submission of alternative proposals is not permitted for this project.
V. ★ Bidder Qualification Requirements:
1. Bidders must submit A photocopy of the qualification certificate of the legal representative (or person in charge) and the original power of attorney issued by the legal representative (or person in charge), both affixed with the official seal; (if the representative attending the tender is the legal representative, the power of attorney is not required).
2. The tender document shall include a copy of the business license, institutional legal person certificate, or social organization registration certificate of a legal entity or other organization registered within the People’s Republic of China, affixed with the official seal of the bidder; if the bidder is an individual, a copy of the individual’s identity document shall be provided. Where otherwise prescribed by the State, such provisions shall prevail. All the foregoing documents must be stamped with the bidder’s official seal. In the case of a branch bidding, the bidder must obtain an authorization letter issued by the parent company (head office) that possesses legal person status and provide copies of the business licenses (or practice permits) of both the parent company (head office) and the branch, each affixed with the bidder’s official seal. Where the parent company (head office) has already granted authorization, the relevant qualification certificates obtained by the parent company (head office) shall be valid for the branch, unless otherwise provided by laws, regulations, or industry-specific rules.
3. Bidders shall have a good commercial reputation and a sound financial accounting system (provide a photocopy of the financial statements for any one year between 2020 and 2021, such as an annual audit report or balance sheet, or a photocopy of a credit certification issued by a bank, stamped with the official seal);
4. The tender document shall include a written statement confirming the bidder’s possession of the equipment and specialized technical capabilities necessary for contract performance (a “Statement of Professional and Technical Qualifications” shall be provided; the format is to be determined by the bidder. If required, relevant supporting documentation may be submitted to the procuring entity at any time for verification).
5. A written statement confirming that the bidder has had no significant violations of laws or regulations in its business operations during the three years immediately preceding participation in government procurement activities (calculated from the date of issuance of the tender notice), to be submitted as part of the tender documents (the format is provided in the appendix to the tender documents).
6. Credit Information: The bidder shall not be listed on the “Discredited Persons Subject to Enforcement” list, the “List of Parties Involved in Major Tax Violation Cases,” or the “Serious Illegal and Dishonest Conduct List for Government Procurement” on the “Credit China” website (www.creditchina.gov.cn), nor shall the bidder be within the period of prohibition from participating in government procurement activities as recorded in the “Information Record of Serious Illegal and Dishonest Conduct in Government Procurement” on the China Government Procurement Website (www.ccgp.gov.cn). Bidders are required to download the credit report as an attachment and affix the official seal. 。

（ 1) Consortium bids are not accepted, and subcontracting is prohibited. 、 Subcontracting.
（ 2) Bidders whose legal representatives or heads of the entity are the same person, or between whom there exists a direct controlling or management relationship, shall not simultaneously participate in the bidding for the same lot of this project (a “Bidder Qualification Statement” must be provided);
（ 3) Bidders or their affiliates that provide comprehensive design, specification preparation, project management, supervision, testing, or other related services for this procurement tender shall be disqualified from participating in the tender for this project (a “Bidder Qualification Statement” must be submitted).
（ 4) Bidders must register with the tendering agency and purchase the tender documents.
VI. Qualified bidders shall, From June 13, 2022, to June 17, 2022 (9:00 a.m. to 12:00 p.m. and 1:30 p.m. to 4:30 p.m., except on statutory holidays; minimum of five working days), tender documents may be purchased by registering as follows. Each set of tender documents is priced at RMB 300 and is non-refundable after purchase.
■ Note: The on-site inspection time is: June 20, 2022, 10:00 a.m. (Access to the plant premises is permitted only upon compliance with the current epidemic prevention requirements of Zhuhai City; failure to attend will be deemed a waiver of the on-site inspection. Should local epidemic conditions affect the tendering process, the Tenderee will issue further notice as appropriate.)
