Zhuhai Huafeng Paper Co., Ltd. Public Tender Announcement for the Procurement of Equipment for a 15 MW Extraction-Condensing Steam Turbine Unit
Great Navigation (Guangdong) Project Consulting Co., Ltd. (hereinafter referred to as “The tendering agency”) is subject to Zhuhai Huafeng Paper Co., Ltd. (hereinafter referred to as Upon the entrustment of the “Tenderer”), to Zhuhai Huafeng Paper Co., Ltd. 15 MW Extraction-Condensing Steam Turbine Unit Equipment Procurement Project Open tendering is being conducted; qualified bidders are invited to submit bids.
I. Project Number: DHH22-ZH4ZHGB-013.
II. Project Name: Zhuhai Huafeng Paper Co., Ltd. 15 MW extraction-condensing steam turbine unit equipment procurement project.
III. Scope and Requirements of the Tender Project
1. Project budget amount and funding source: approximately RMB 7,350,000.00; self-funded.
2. Delivery Schedule: Within 10 calendar days from the date of contract execution, the Contractor shall provide preliminary design documents and a detailed schedule for review and approval by the Employer; within 45 calendar days, all design documents, including both basic and detailed design materials, shall be submitted. Commencing on the 240th day after contract execution, delivery of equipment shall commence, with all equipment to be delivered in full within 7 calendar days. The sequence of equipment delivery shall comply with the Employer’s requirements and ensure that it meets the project’s installation schedule.
3. Project Content: One set of 15 MW extraction-condensing steam turbine unit, including the steam turbine and associated auxiliary equipment.
4. Maximum Bid Limit: RMB 7,350,000.00 (Seven Million Three Hundred Fifty Thousand Yuan Only).
Note:
① Qualified bidders shall submit bids for all tendered goods and services; bidding on only a portion of the goods and services is not permitted, and the bidder’s quoted price shall not exceed Exceed the maximum bid limit for this project , otherwise its bid shall be deemed invalid.
②This project will be publicly tendered as a single lot, and the number of valid bidders must be at least three; otherwise, the tender for this project will be deemed unsuccessful.
5. Brief technical requirements or nature of the tender project: See Part II of the Tender Documents for details. The contents of the “User Requirements Document” 。
IV. Bidding Qualification Requirements
1. Bidders shall be legal entities or other organizations registered within the People’s Republic of China and capable of independently assuming civil liability, and shall submit a copy of their business license affixed with the bidder’s official seal. If a branch office is bidding, it must also submit a copy of the parent legal entity’s business license affixed with the parent entity’s official seal, as well as a copy of the parent entity’s authorization document affixed with the parent entity’s official seal.
2. Bidders must be the manufacturers of the goods being tendered;
3. The bidder has not been listed in the “Credit” Use China “The website (www.creditchina.gov.cn) maintains a record of persons subject to enforcement who have lost credibility or of parties involved in major tax violation cases” (the results of the tendering agency’s query on the “Credit China” website (www.creditchina.gov.cn) as of the bid submission deadline shall prevail; if the relevant records of loss of credibility have expired, the bidder shall provide supporting documentation);
4. Bidders must Possessing effective Pressure Vessel Design and Manufacturing License ；
5. This project does not accept consortium bids, and the primary supplier shall not be subcontracted. Subcontracting of works, No Must be sub-contracted;
6. Already registered and completed the “Procurement Acquisition” form. and purchased the tender documents.
Note : The following must be provided when purchasing the tender documents:
1. Photocopy of the business license (or certificate of legal person for public institutions or registration certificate for social organizations). If a branch is bidding, it must also submit a photocopy of the legal person’s authorization document, a photocopy of the legal person’s business license (or certificate of legal person for public institutions or registration certificate for social organizations) stamped with the official seal of the legal person, and a photocopy of the branch’s business license stamped with the official seal of the branch.
2. Original Certificate of Legal Representative/Person in Charge and a photocopy of the legal representative’s/person in charge’s identity card;
3. Original power of attorney issued by the legal representative or person in charge, together with a photocopy of the authorized representative’s identity card;
4. Original identity card of the purchaser;
5. If the legal representative or person in charge handles the purchase of tender documents, there is no need to submit the original power of attorney for the legal representative or person in charge, nor a copy of the authorized representative’s identification card.
6. Copies of the above-mentioned documents must be stamped with the bidder’s official seal.
V. Registration and Purchase of Tender Documents
Time: March 23, 2022 To March 29, 2022 (the submission period shall be no less than five business days from the date of publication of this announcement) , every morning 09:00 To 12:00 , afternoon 14:30 To 17:30 (Beijing Time, except on statutory holidays)

VI. Bidders must submit the full amount of the bid bond. The bid bond for this project is RMB 100,000 ( ¥100,000.00).

Bid Submission Deadline: From 2:30 p.m. to 3:00 p.m. on April 13, 2022.
