In accordance with the provisions of the Government Procurement Law of the People’s Republic of China, the Bidding and Tendering Law of the People’s Republic of China, and the Measures of Guangdong Province for the Implementation of the Bidding and Tendering Law of the People’s Republic of China, with respect to Procurement for the Monitoring Project at the Two Plants of Zhuhai Hongta Renheng Packaging Co., Ltd. and Zhuhai Huafeng Paper Co., Ltd. An open tender is being organized, and qualified domestic suppliers are welcome to submit sealed bids.

A Package: Procurement for the Surveillance Project of Zhuhai Hongta Renheng Packaging Co., Ltd.
Budget amount: RMB 462,307.46 (in words: Four Hundred Sixty-Two Thousand Three Hundred Seven Yuan and Four Jiao Six Fen)
B Package: Procurement for the Monitoring Project of Zhuhai Huafeng Paper Co., Ltd.
Budget amount: RMB 237,692.54 (in words: Two Hundred Thirty-Seven Thousand Six Hundred Ninety-Two Yuan and Five Jiao and Four Fen)
6 1. Time for obtaining tender documents: From August 12, 2020, to August 20, 2020, daily from 9:00 a.m. to 12:00 p.m. and from 2:30 p.m. to 5:00 p.m. (excluding public holidays). (Beijing time, the same below.)
7 1. Location for obtaining tender documents: Hongta Renheng Packaging Co., Ltd., No. 508, Jinji West Road, Qianshan, Xiangzhou District, Zhuhai City.
8 1. Deadline for submission of tender documents: 12:00 on September 1, 2020. Tender documents will be accepted starting 30 minutes before the deadline; any submissions received prior to or after the deadline, or those that do not comply with the specified requirements, will not be accepted.
9 1. Place for Receiving Tender Documents: Hongta Renheng Packaging Co., Ltd., No. 508, Jinji West Road, Qianshan, Xiangzhou District, Zhuhai City.
10 1. Bidder Qualification Requirements:
① Bidders must be corporate entities registered within the People’s Republic of China, capable of independently assuming civil liability, and have purchased the tender documents for this project. They must also hold a valid and legally recognized business license (a photocopy stamped with the official company seal must be provided).
② Original certificate of legal representative and original power of attorney for the legal representative (with the official seal affixed);
③ Bidders shall possess a Guangdong Province Security Technology Prevention Industry Credit Rating Certificate of Level 4 or above (including those whose rating has not yet been determined), with the official company seal affixed.
④ Certificate (with official seal) confirming that the bidder has not, in the past three years, engaged in fraudulent practices to secure a bid, committed serious breaches of contract, or been involved in any major or more serious quality or safety liability accidents;
⑤ Bidders must have completed video surveillance system projects within the past three years and shall provide supporting documentation of such projects, along with copies of the corresponding invoices (stamped with the official company seal; the original invoices shall be kept on file for inspection and their amounts must match those stated in the tender documents).
⑥ The bidder shall have at least one employee holding a Low-Voltage Electrician Special Operations Certificate (a photocopy of the certificate, affixed with the bidder’s official seal, shall be provided for inspection; in addition, a photocopy of the employee’s social security payment records for the most recent six months, bearing the seal of the social security authority and also affixed with the bidder’s official seal, shall be submitted).
⑦ Bidders shall provide an authorization letter and a after-sales service commitment letter, both issued by the manufacturer of the principal equipment to be tendered and addressed specifically to this project, with a validity period of no less than two years (format to be determined by the bidder, but must be affixed with the official company seal).
⑧ The bidder shall provide a compatibility certification letter issued by the manufacturer of the upgraded platform, confirming compatibility with the existing system (format to be determined by the bidder, with the official company seal affixed).
⑨ Bidders shall print their enterprise information from the “Credit China” website (www.creditchina.gov.cn) and confirm on the China Government Procurement Website (www.ccgp.gov.cn) that they are not listed as discredited persons subject to enforcement, parties involved in major tax violation cases, entities with records of serious violations and dishonesty in government procurement, or other bidders who do not meet the prescribed eligibility requirements.
Note: Bidders must comply with all of the above requirements. If two or more suppliers fall under any of the following circumstances, they shall be prohibited from participating in the tender simultaneously; upon discovery, such conduct shall be deemed bid-rigging, and all related bids shall be declared invalid: 1) having the same legal representative; 2) having a controlling or managerial relationship with each other.
11 1. The following documents shall be provided upon receipt of the tender documents:
① Original certificate of legal representative and original power of attorney for the legal representative;
② Original, legally valid business license of the corporate entity;
